Return of Service System Policy Manual (RSSP)

Brief Description

The Lapu-Lapu City College Return of Service System Policy (RSSP) is established in compliance with Republic Act No. 10931, otherwise known as the Universal Access to Quality Tertiary Education Act, and in relation to Republic Act No. 10687 or the UniFAST Act. This policy outlines the duties and responsibilities of students who benefit from free higher education at LLCC, ensuring they contribute meaningfully to society through a structured return of service program aligned with national development goals.

Legal Basis
  • Republic Act No. 10931 – mandates a Return Service System for students benefiting from free higher education in State and Local Universities and Colleges.
  • Republic Act No. 10687 (UniFAST Act) – provides the legal and institutional framework for student financial assistance programs, which includes return service obligations.
Purpose

The LLCC Return of Service System aims to:

  1. Reinforce the value of public service and civic responsibility among beneficiaries of free higher education.
  2. Ensure the sustainability of government programs through community participation and service.
  3. Contribute to nation-building by aligning student service with national and local development needs.
  4. Promote a sense of accountability and reciprocity for government-funded education.
Objectives
  1. To implement a structured and measurable Return Service System for students enrolled under the Free Higher Education Program.
  2. To provide opportunities for student engagement in institutional, governmental, and non-governmental initiatives related to their field of study.
  3. To integrate community service and practical engagement into student life as part of the holistic development process.
  4. To support local and national development goals by deploying student resources in strategic areas of need.
Scope and Coverage

This policy applies to all undergraduate students of Lapu-Lapu City College who are beneficiaries of the Free Higher Education Program under RA 10931. The return service obligation covers the entire duration of the student's program.

1. Service Requirement

Beneficiaries must complete 120 hours of return service (40 hours per semester over 3 semesters).

2. Nature of Service

Activities should align with Student-Related, Community-Based, or other Approved Activities, and may be conducted within LLCC or in partnership with recognized government or non-government organizations.

3. Supervision and Certification

The College Dean and the designated College RSS Coordinator will oversee implementation, track progress, and ensure completion. Upon full compliance, the Dean will issue a Certificate of Completion.

4. Compliance and Sanctions

Failure to comply without valid justification may result in academic or disciplinary sanctions as outlined in the Student Manual.

  • Documentation:

    Activities must be logged using the RSS Daily Accomplishment Report, signed by the Class Adviser/Supervising Teacher or the College RSS Coordinator.

    Note: Incomplete or unsigned reports may disqualify the service hours. Students must regularly review logs with their supervisor.
  • Scheduling:

    Service hours must be completed within the semester, preferably after classes or at semester's end, without conflicting with academic schedules.

    Note: Plan RSS activities early. Any deviation from the standard schedule requires prior approval.
  • Approval Process:

    All activities must be coordinated with the College RSS Coordinator and approved by the College Dean.

    Note: Written approval is required before starting any RSS activity. Unapproved activities will not be credited.
  • Submission of Documents:

    All original RSS documents must be submitted to the College Dean by the set deadline.

    Note: Late or incomplete submissions may delay graduation or clearance.

A. School-Related Activities

These activities support the daily operations, upkeep, and institutional programs of LLCC.

1. Clerical and Administrative Tasks
  • Data encoding and filing
  • Photocopying and document preparation
  • Office assistant duties
  • Inventory of supplies and materials
2. Facilities Maintenance
  • Classroom and laboratory cleaning
  • Campus grounds and hallway upkeep
  • Office space sanitation
3. IT and Technical Services
  • Installation of computer system software and programs
  • Computer hardware repair and maintenance
  • Network troubleshooting assistance
  • Audio-visual equipment setup and operation
4. School Environment and Sustainability
  • Gardening and plant cultivation
  • Tree and vegetable planting
  • Campus greening and beautification projects
5. Academic Support
  • Library assistance (shelving, book cataloging)
  • Assisting in instructional material preparation
  • Tutoring or peer academic mentoring (if qualified)
6. Student Organization and Campus Activities
  • Assisting in school events and programs (e.g., seminars, orientations)
  • ROTC-related tasks (e.g., parade participation, campus safety support)
  • NSTP or other school sports team practices and playing time (official athletes only)
  • Documentation and photography during official events should be specifically indicated the dates and number of hours rendered.

B. Community-Based Activities

These activities serve the public and are aligned with civic duty and national development goals.

1. Public Area Clean-up and Beautification
  • Clean-up drives in barangays, streets, parks, or public schools
  • Coastal clean-up and marine conservation efforts
  • Tree planting in local communities
2. Educational Support
  • Volunteer teaching or tutorial sessions in literacy programs
  • Assisting during LGU or DepEd-led outreach events
  • Barangay-based education advocacy activities
3. Health and Safety Campaigns
  • Participation in health-related programs (e.g., anti-dengue drives)
  • Volunteer support for vaccination campaigns
  • Assisting in local disaster preparedness and risk reduction training
4. Government or NGO Assistance
  • Internship-like assistance in LGU offices or partner NGOs
  • Support in local socio-civic activities (e.g., feeding programs, voter education)

C. Other Acceptable Activities

(Subject to College approval and aligned with student's course or community needs)

  • Participation in research or extension projects
  • Content creation for museum and school publication or media
  • Student assistantship for school clinics or guidance offices
  • Cultural or artistic contribution (school choir, dance troupe, theater)
